The Police Car Keys are a clue in the Hackett History clue collection. It can be found by Emma on the Island during Chapter 4 of The Quarry.

While Emma is on the island, she will have the choice to follow the dirt road or go up the wooden stairs. Go up the stairs and walk to the tree house. The keys will be found on the windowsill next to the tree house door.
